12. In any proceedings under this Ordinance a certi- ficate signed by the Local Authority that any person named therein has or has not made any return in accordance with this Ordinance shall be evidence of the fact so certified, and the Local Authority shall not be cross-examined with regard to the contents of any such certificate.

13. The Local Authority may compound any offence alleged to have been committed under this Ordinance. 14. Any person who remains in the Colony for more than two months shall be presumed, until the contrary is proved, to reside in the Colony.
